INCREASE SECONDARY RATING ON U23 PLAYER
COST: 3,000,000 credits
An U23 team may increase the secondary rating on a player by 1
Maximum a team may buy in a season is 10 and the maximum on any one player is 4.
Maximum secondary rating a player may go to is 14
A qualifying player for this must be a qualified U23 player which means they have to be 23 years old or young.
They then must be rated 18 on the main rating for an outfield player or less. (22 for a goalkeeper)

In the post state the name of the player the rating is to be increased on and the skill to increase.
