You can add 1 secondary (up to a max rating of 14) on any u23 player (has to be in your U23 team). Please respond in this thread with your choice.
Clarification - abs will remain the same, the player will just increase essentially by 1000 abs. No limit on abs (so yes if you have a 13 close to a 14 you can upgrade them and abs will remain)
